Bulldog gen control and time guard fst 11a

Hello, I have recently bought a static caravan, there is a heating system installed. My question is the bulldog gen control does not always work on the lower settings, is this thermostat controlled? The time guard fst 11a has been disconnected and I am unsure of its function. Does anyone have any ideas.
