Buying a new flat - structural issue?

Hi,
I'm looking to buy a new flat in London but before making an offer, I have noticed some cracks and damp walls in the kitchen but also on the first floor in around the extension area. It appears that a crack is forming all around the first floor, at a location where the garden extension & balconies are built.
Few questions:
1) how worrying are the pictures you see attached?
2) Is this a good argument to change negotiate the price down?
3) If an issue with the external structure, how much would it cost to fix it?
