What does 'buzz' mean in this context please ?

My understanding is that buzzing in this context refers to getting too close for comfort. I believe you could have said that Tom Cruise in Top Gun "buzzed" the flight control tower on a few occasions.

It means they were close enough to be told to "buzz off!"
