Is there a set distance electrical wires and central heating pipes (plastic ones) should be when running parrel through joists?

Wouldn't think so, plastic is non conductive therefore shouldn't be affected by cabling, the normal distance for drilling joists would be sufficient I would think.

cables would need to be derated for higher ambient temperature, if the cabling is already at 70c there won't be much spare capacity for current carrying. This would especially concern shower cables, but lighting would not be a concern. You can insulate the heating pipes with the cheap stuff if you have concerns though.
