C/h vent pipe

The vent pipe that goes back to header tank on my CH has a lever valve which is in the off position, it was in that position when I moved in 2 years ago. Is this correct because if its closed it will be unable to vent. I opened it to let air in when I last drained down CH then closed once all the air was out after filling up but cant understand why there's valve surely it should be open all the time so any air can vent out so why is there a valve !! anyone have any idea's.
 
are you getting the cold feed & open vent mixed up ?

i assume it is on the cold feed & should be open all the time.

where does this pipe come from & go to ?
 
Definately a vent pipe in 22mm copper it looks like an upside down hockey stick with the valve on the vertical, anything that comes out of it is aimed into the ch header tank. I opened up valve when draining down CH and it sped things up considerably so must go to CH somewhere. Will have another look and get some photo's.
 
If it's on the vent then take it out. If somebody were to shut it, then if your water in your cylinder boiled (can happen) then your cylinder can explode like a bomb. This is because steam increases in volume 1600 times over water.
