As for welding in situ, a quick Google turns up plenty of mobile welders. Either way, it's going to get more expensive, getting someone in to weld a couple of nuts on would be my plan A. Doubt it's big money.

Merely a suggestion!
Carefully drill, as best you can, into the centre with a small bit for a pilot hole, keeping straight as best you can. Then use larger drill bits to get the drilled hole bore near to thread diameter then heat with a blow torch and use a large knackered flat screwdriver blade to wedge in turn the bolt stump out.
