It's a small bathroom and would be a better solution to improve usable floorspace in the bathroom. Would this be acceptable to Building Regulations though? Is there any reason apart from aesthetics (and safety) that internal doors open into rooms?

No reason not to, unless it opened over a stair or something daft. Infact its a good thing in reality and is mandatory in new build in case anyone ever collapses in there. Then you can always get the door open.
