can i glue solid wood floor to chip board

You would need to ensure your chipboard is well secured down and then ply out the chipboard making sure that was secured down well and then you could glue the solid wood down to the ply.
 
See no problem with glueing down on chipboard as long as the chipboard is indeed level, sound and properly installed.
 
Not all adhesives are compatible with chipboard ( they can react with the chipboard).

Check if your adhesive is ok to use - if so go ahead.

If you need to ply 6mm. should be ok.

You're right, specially that horrible new modern grade with green surface. I was thinking old fashion floor grade simple chipboard.
