Can i have a dual control shower

I have been asked if there is such a thing as a shower that will work off a central heating hot water tap but when the water runs cold an electical side can take over?
 
An immersion heater with the 'stat set to a temperature somewhat below the normal cylinder 'stat would sort of do the job, bearing in mind it's limited to 3KW output.

Is the system really crying out for a larger, or a faster recovery hot water cylinder?

Is the cylinder actually getting up to the correct temperature in the first place? IME cylinder 'stats are not exactly pieces of precision engineering when it comes to calibration.

An instantaneous electric shower capable of anything like the same performance as a cylinder heated by a gas boiler would be a rare beast indeed, especially if the present shower has fire hose like performance that drains a cylinder before you've finished showering. The running costs would probably be something else too.
