if you increase the pressure it will squirt and spray more
If you want it to splash less, you should reduce the flow. A ball-o-fix isolator will do this, partially closed. Or you could clean or replace or remove the aerator in the nozzle of the tap
You might improve the flow if the main water pipe is small by putting in a bigger one. It will have to go right the way to the side of the road.
