Can i lay torch on felt on wet/damp osb boards?

As above ive had my flat roof reboarded and turned into a warm roof just before we had all this rain over last few weeks.
i covered it up but seems like the water has got through and the osb boards are wet/damp in a few places.

Would it cause any problems if the roofer torch onto the damp/wet boards? Will the torch on stick to it?
Im planning on having 3 layers first underlay nailed on the osb and second layer of underlay torched the the first and finish with capsheet.

The contractor will dry it out with his torch as he goes...let him make the judgement.

That's fine ,but i didn't just want him to lay the felt on wet boards and get paid and me having to deal the the problems after.

So will the felt still bond to wet and damp boards?

Its not ideal to seal any damp into a timber roof structure.
