Can I paint over a treated window frame

Hi,

I have just brought a house and it has two dark brown wooden window frames which looks a bit odd as the rest of the windows frame are white, anyway it looks like these two frames have been varnished. Does anyone have any tips on the best way to paint these white and if so which products do you recommend?
