can i paint over damp wood

easy guys, i normally get a pro in but i only need to touch up some paint on my window frames, a little part is a bit damp, can i apply undercoat over this?
cant let it dry out as its outside.

Not really no.

You need to wait for the dry weather.

If you can't wait, expect to have to do it again.
 
The only other option is to use a heat gun to try and dry it out and dab some primer on it. Might just last the winter then and you can do it properly in the spring.
