I have this window to a downstairs toilet. The frame at the bottom has started to crumble and the glass at the bottom doesn't feel secure (it moves when pressure is applied). If I sand it all back and try to repair it would I be wasting my time? If it can be salvaged what would be the best materials to use?

Remove the old putty and carefully remove the glass, then repair the frame with resin filler. Sand down and decorate and then refit the glass.

TI just started to explore what you said and on further inspection the wood at the bottom of the window from the outside is completely rotten so I don't think it can be repaired. Thanks for the reply though.
