Can I tile over PAINTED tiles?

I thought I could give my bathroom a cheap 'makeover' by painting over existing tiles.

I used 'international' tile primer & paint

For about 6 months, it looked OK but now, some of the paint has started to peel off

I have decided to buy new tiles & was hoping to tile over them, what would I need to do to prime them?

Any help would be appreciated.

You need to get the paint off. Bit of a pain having to do it but it does need to come off. Shouldn't be too hard, just use a sharp scraper. Once the paint is off you should give the tiles a wash down with some sugar soap then tile as normal. Most manufacturers of pre-mixed tile adhesive will tell you not to grout for at least 72 hrs after tiling over tiles to give the adhesive time to go off properly.
