Can I Use Sugar Soap On Emulsioned Woodchip To Remove Nicotine?

I want to emulsion the walls and paint woodwork in a house that is badly nicotine stained everywhere. I know I can use Sugar Soap on painted woodwork, but can I use it on woodchip that's been emulsioned previously? Will the Sugar Soap damage the surface of the woodchip paper? Or is there something else I should be using on the walls?
