Can I use trade vinyl matt, watered down, on new plaster?

I've got some Dulux trade vinyl matt. Can I water it down for use on my newly skimmed ceiling and walls?

Some people are saying vinyl paints shouldn't be used for a mist-coat.

If the vinyl is no good I can get some Dulux pure brilliant whit matt from B&Q cheap (ish) at the moment - £14 for 5L. That any good?
 
I've always been told nothing vinyl for the miss-coat, always use straight forward supermat then water that down a bit as well so it soaks in a bit rather than sitting on the surface forming a skin so to speak
 
You wont have any problems with thinned down vinyl matt as a mist coat. Fill and sand after the mist coat then top coats of chosen colour on top.
