can Linseed oil be painted over other paints (windows)

Hello,
The timber windows in my house are about 100 years old. It has been painted lots of times and the layers are blowing off the pine substrate in many places.

Can I rub down and get rid of the flakes, then give the windows a few licks of Linseed oil or linseed oil based paint. Do I HAVE to completely paint strip the windows before Linseed?
