If you agree to his request, but as already stated he has no legal right to access or to use your property - so, stick to your principles. If on the other hand you are persuaded to allow your neighbour access don't forget to negotiate for compensation, plus all costs associated with drawing up a party wall agreement and all ancillary expenses.
So what is agreeable compensation?
Also you may wish to check over the detailed design of his scheme to ensure he is not discharging his rainwater onto your roof - thats a no no and he should go back to the drawing board!
