Yes it's always preferable to drain into the ground, as it's free to install and follows the natural water cycle. draining into a soak away is an alternative where necessary, and draining into a sewer is a last resort (as it prevents ground water recharge and causes flooding downstream and sometimes pollution of watercourses)
If the water drained into the ground before, you would need to apply for permission to drain the same area into a sewer. Things are moving more towards sustainable drainage nowadays. We have relaid our front drive to drain into a flower border and our rear drive and paved area we are draining into a small depression, which is better than draining partly into the sewer and partly flooding the lawn (large area)
Try not to level your garden too much, as it means of there's an excess of water, it all gets boggy at the same time. If you have lower areas and higher ones then there are always dry areas to use..
Good luck.
