Can/should this valve be converted to a TRV?

Hi

In an attempt to save money on heating, I have invested in Tado. All but 2 rads now have Tado TRVs on them. One is the hallway rad (which is switched off currently). The other is this, the bathroom towel rail. Having the towel rail switch on around bath time would be ideal, instead of going on full whack the full time the heating is on.

1) Can this valve be converted to a TRV and what fitting do I need to look for?
2) Is there any reason I should not do this? eg moisture is one reason I can think of, but I could encase the device to prevent damage.

That looks like a balancing lockshield and will not convert, would need to be changed fully. What’s at the other end?
 
It has a manual valve on the other end.

When you say fully changed, does that mean that the brass bit can't screw out?

No it can’t. Fully changed means complete valve, you’d be better charging the manual one, but still complete valve swap, only thing you can re-use generally is the nut and olive.
