its a water heater not a boiler move left hand knob to middle (spark mark) push button in and hold then quickly press righthand button in(igniter) and see if pilot lights when it does keep lefthand button in for 30 seconds . release button if pilot stays on move back to flame symbol

If it's been off for a while (and assuming that there is not a problem with it) then it can take a while for the gas to get through the pipes in the heater.
