Can you use bricks or wood to frame open porch step instead of concrete?

I have an open porch which had a step which was concrete with quarry tiles on top. It was destroyed due to new water pipes going into the house so there's just a big hole where it was. I want to build the step back up and was thinking of using slate tiles on a base. My query is do I have to use concrete as the base or can I use bricks or wood to frame it and tile on top?

Or if anyone has any other ideas to modernise it a bit, I'd appreciate any suggestions. I don't want decking though because I imagine people would deck it!
 
You could do it with block paving or slabs and use a block kerb for the edging.
or brick and tile, avoid wood though unless its a hardwood step on its own.
