Capped pipes cold ?

Hi,
Just had a lad re position radiator pipes ready for my new radiators. He capped off both pipes however when I put the central heating on this morning I noticed both capped pipes are cold ?
Is this normal when no radiators are attached ? Or could he have installed a valve under the floor boards in the plastic pipe ? Only I will be installing a hardwood floor before I ask him to return and attach the new radiator

Advice would be appreciated before I call him back and make myself look an idiot
 
If the pipes are capped there cannot be any flow therefore the hot water will not reach the ends of those pipes. They may well be full of air although that will not be the reason they are cold and that air should be bled out when the new rads are fitted.
