Does anyone grow Carrots and Parsnips in tubs with success?

I was thinking of this and using about 13" deep tubs, maybe a dozen seedlings in each one.

13" is a little shallow but you should get away with carrots, though they might be on the small side. They're often grown in raised containers on allotments to keep the carrot fly at bay. Are you transplanting them from where the seeds were sown? Carrots don't transplant all that well in my experience because of the root fragility. If you're sowing them in the tub, follow the directions on the seed packet and thin them out as they develop. If you're transplanting, put them in at the ultimate thinned distances. You won't get parsnips in such a shallow tub, they have a very long main root.
