Ceiling and pipe work

Hi,
In one of our rooms the plaster/filler/whatever is coming away from where someone (no not me) has fed the CH pipes though the ceiling.
It looks like they have just chucked a load of filler in there.

What would be the best way to deal with this?
I was planning on removing the crumbling filler and re filling leaving some gaps for the pipes to move.

I would cut back to sound plasterboard & patch a new piece with suitable cut outs for the pipes; you can stick it in place with grab adhesive & reinforcing tape & then skim locally to blend it in. If you just shove more large gobs of filler in there it will probably crack open again & fall out.
 
i agree with richard c aprt from the sticking the board with grab adhesive. cut back to the board halfway along the joists then cut fresh board and attach by screwing into the joists.

scrim tape the edges then feather in the joins
