Ceiling cracks

Posting on behalf of my neighbour, social housing and we are terraced, her property sticks out a little bit more than mine. We are having problems with the gutters and we need new gutters, fasicas soffit boards and now a metre into the roof, she has now noticed cracks in the ceiling. Would you consider this an emergency as she's worried about ringing as she is going through the legal process. Many thanks in advance

It looks like the crack is where two boards meet, possibly from differential movement between the boards or maybe someone has been working in the roof.
