Cellar lights

I can't decide whether fitting lights to a custom made cellar would be notifiable. If it's in the kitchen or a special location then it would be. If it's in a dining room, or garage, then would it be simply a MWC? Or is a cellar a special location anyway?

Depends what the converted cellar room with be used for and if the lights are an addition to an existing circuit or a new circuit.
