I moved into my house about 10 years ago. I was told the cellar had been tanked.
The problem I have now is that some of the paint is peeling and some of it 'feels rough' a bit like sandpaper. It is mostly near the the ground.

I plan to remove loose and rough paint and then give it a coat of exterior paint.

Is there anything else I should do ?
