Cement type render found under plaster?

Dunno what the OP is up to. He'll be hacking that stuff for weeks - but to what end? It won't sort his condensation problems.

I'd agree if there is going to be a membrane put over it anyway

Apart from an investigation, not sure if there is any benefit in hacking off the lot.

That stuff is known as black lime plaster( also known as black ash mortar) plaster up here in the north and was extremely common up until the mid to late forties. Its was basically black ash slag from the furnaces of mills and factories which was plentiful and cheap.

I have a 1930s semi thats full of the stuff. I have renovated a number of houses which used the it and unless you are extremely fussy about matching finishes etc,Unless it is extremely damp I would't be hacking the stuff off. The dust created gets everywhere and you will need a very good face mask to stop inhalation of the dust. believe me I am talking from experience.
