I have a Hawk II boiler. The fan comes on in the early morning. Hot water an central heating are off. Is this normal?

This boiler has a permanent pilot light. The fan is probably coming on to remove the combustion gasses.

I know it happens on my boiler (not a Hawk) regularly during the day and night.

Check what happens during the day when the boiler idle. Time it to see if it coming on at constant intervals, e.g. every 15 mins for 30 seconds.
 
Obviously too long!

Any boiler with a pilot light is wasting gas. Not a good idea with current gas prices.
