I've recently moved in to a bungalow with a heating system which is operated by two pumps from the boiler - one for the CH and one for the HW circuit. No motorized valves. Pumps seem to be operating fine from thermostats. However, the feed and expansion pipes come off the HW circuit after the pump on the flow pipe and return pipe. Am I right in thinking that this is a safety hazard?
 
Probably not, but your description of the layout is unclear.

A schematic diagram (+photos) would help.
