Central heating/hot water problems

I have a Primatic domestic hot water cylinder fitted to my heating system.
It has been working find for many years.
Recently my cold water storage tank in the loft is overfilling. It is NOT the ball valve in the tank. This has been replaced twice.
The water appears to be coming back up the feed pipe to the hot water cylinder. Is this possibly?
I have isolated all mixer valves and taps in turn throughout the house to no effect.
Could the problem be with the Primatic Cylinder?

Have you got any mixer taps or showers? If so, it could be passing water from cold to hot.
