we have a primatic cylinder with no control over our hot water temperature! can we add a actuator valve to the primary flow wired into a cylinder stat to shut down the circuit when the water has reached a required temperature?if so would this effect the vent of the heating circuit when the valve has closed??

Dont do it. simple as that.

ps. as you say, the vent from the boiler goes through the cylinder - you CANNOT allow a valve to cut this off.

My advice to anyone with a single feed indirect cylinder who wants to make changes to the system is always to try to find some way to get an F&E tank into the system.

If you put any kind of valve onto the flow or return on a Single feed indirect cylinder, you are very likely to force primary water past the airgap in the heat exchanger, causing the waters to mix.

Single feed indirects should IDEALLY be used on gravity circulation to avoid any pressure surges which can do this.
