Central heating not coming on

I hooked the white and grey to terminal 1 and when I turned the central heating on it came on.
That's good. We now have to be logical in our tests.

Turn power off
Leave the grey wire on terminal 1
Connect the white to T9
Set the programmer so CH is permanently ON
Turn power on.

If the boiler does not light, the programmer (or wire from programmer to T9) is faulty.

Power off
Removing programmer from backplate
on the backplate, link L and CH ON with a short length of wire.
Power ON

If the boiler lights, the programmer is faulty.

If the boiler does not light, the wiring is faulty.

Remove link

Replace programmer or repair wiring as appropriate

STOP HERE

If the boiler lights

Repeat the first test with programmer set to normal running.

If the boiler does not light, it is a faulty programmer (the relay operated by the timer is not working).

Replace programmer

STOP HERE

If the boiler does not light

Power OFF
Move the white wire from T9 to T5
Turn room stat up
Power ON

if boiler does not light, the room stat (or connecting wire) is faulty

Link T5 and T9 together with a short length of wire

If boiler lights, the room stat is faulty, otherwise it's the stat wiring

Remove link

Replace room stat or repair wiring as appropriate

STOP HERE

If everything on the CH side is working correctly, the problem must lie with the HW side, i.e. the grey wire not getting 230V.

If the problem has not been solved, come back for the second episode.

Thanks I just went through this and got to the first stage boiler did not come on hooked wire up from L to CH on and it worked. So that means programmer has gone. Thanks for your help.
