central heating wont cool down or turn off

hi

i have recently moved into a new house and have the following problem,

when heating is on the rads get to hot and when they are turned down via room thermostat they still seem to stay to hot as if the thermostat is not working correctly ( the thermostat was changed only 2 weeks ago but the problem was there before so cant be this )

today i have noticed that when only the water is turned on ( via timer ) the heating is coming on also,

the bolier was only replaced 1 year ago by the previous owner but this cuts in and out and seems fine,

Boiler type, model and make?

Sealed or open vented?

And any other information which might be relevant!
