ok well we need to know if the hot water that leaves the boiler is coming back.

You need to switch the boiler on and see if the flow pipe is hot which will be a yes and then you need to see if it comes back to the return pipe hot

What boiler is it

does it have two pipes out the top or 3 pipes in the bottom or floor mounted boiler

the boiler is a potterton neta heat. it has got two 22mm pipes and one 15mm pipe out the top. ive just switched the boiler on and one 22mm pipe is getting warm and although the other one is warm it is not as warm as the other yet. i presume it will take a while for both to get hot

what im trying to work out is if its actually circulating through the boiler or wether the fault lies within the boiler

Any heating system which is pumping over into the feed and expansion tank was installed wrongly. It needs sorting out. Please either call in a pro, or post an accurate layout diagram so we can advise you.
