CH - Flow Pipes - Pumping Up Vs Pumping Down ?

Hi

We have a 2 story house.

The CH flow pipe rises from the boiler on the ground floor into the ceiling above.

The flow pipe work runs along the ceiling and serves radiators on the upper floor. At 2 points the flow pipe work drops down from the ceiling to serve 2 radiators on the ground floor.

The system is sealed.

All things being equal is it the case that hot water will always flow up easier than it will flow down even in a sealed system ?

The reason I ask is that one of the rads on the ground floor does not seem to get its share of heat from the flow line ?

The system is new and has been fully treated.

To the best of my knowledge the system has been fully bled to remove any air.

Any help would be much appreciated.

Have the radiators been properly balanced ? If the cooler rad is furthest from the boiler, then the system may need balancing - see FAQ 2 above.
 
Forgot to mention that it still needs balancing.

So by balancing the system I can force the water to go where I want it to go ?
