CH Pump always on

Just moved to a 13 yr old house. CH pump is constantly on even when no call for heating from room stat or hw cyl stat so when both valves are closed it is pumping against a closed head. This surely is not right?

How should the pump be wired? any guidance will be much appreciated.

it sounds to me you have the pump wired to the perm live to the programmer on the junction box

should it come on before the boiler or at the same time?

some pumps are wired to the pcb on the boiler so the pcb could be at fault,
What boiler is fitted ?
Does the burner light also when not calling for heat.

It does not appear to be wired to the boiler which is the original glow worm oil fired (thermaglow)

the burner does not light until called?

checking out the wiring setup I have found that the motorised valve for the DHW although closed is not shutting off the power so the pump is on and also the boiler is powered and will fire when cold enough.

The valve is an acl lifestyle 2 port can it be serviced or is it a replacement job... problem is its a pig to get to!
