Cistern constantly running into bowl

Hi, I have just installed a dual flush toilet and when i try to fill the cistern up it only fills about 1"- 2" and then starts to run into the bowl, any idea what the problem maybe?

Have you tightened the syphon into the cistern correctly?

the inner workings were already assembled when it came

Are the push buttons up to seal the syphon ?

Just 'cos it came assembled don't mean it's tight, have you checked it?

when i push the the full flush button it moves the seal a little bit but the half flush button doesnt seem to do anything at all, could something be disconnected inside?

Sounds like its stuck in the open position ,, follow the mechanism and youll see whats jamming it

yeah it was stuck i just played with it for a bit an now its in the shut position, just fitted and tested it and its working fine,
