Cistern not filling. Fill valve issue?

Hi,

We've just moved house and after a few days the cistern has stopped filling. I'm not that familiar with these dual flush systems and don't really know where to start.

There is a tiny slow drop of water filling the cistern but that's it and nothing happens when I lift up the fill valve to bring in water.

The toilet is also one of these enclosed systems so i do t know how to isolate the water supply.

Any help much appreciated

Does the 'fill valve' float ,not have to drop down to let the water enter .Seems like its stuck up.

No its not floating. there is no water in the cistern. i can lift the white plastic arm up and down freely but nothing happens!
