Cistern not filling (topic again!)

Hi guys

Sorry for asking what seems to be a regular question but I've used the search function and read the sticky and can't find all I need. I have a cistern that was always slow to fill. The flow has now all but ceased. We live in a very hard water area and as you can see there is loads of crap in the cistern.

As a plumbing novice I can't find the isolater tap is it in the attic? there doesn't seem to be one beside the toilet itself. Do i need to replace the unit or clean it out and see if it works itself? If I need to replace what is this type of unit called?

looking at that fill valve looks like the pin isn't popping out when the ball drops.
 
if the supply is tank fed or poor you should fit the red (low pressure) oriface, which is slotted onto the brass arm beside the ball in the left picture, if the supply to bath and whb isnt great you can open both taps and quickly disconnect the large green left hand nut, remove the washer and change the oriface, make sure it goes in the right way round, refit and see how well it fills
 
Thanks for the replies guys but I really am hopeless when it comes to plumbing. I think I've idetified the cold water shut off in the hot press but I want to have sufficient replacements for when I get stuck into the job. Can someone please identify the system in this cistern and approx how much for a complete replacement.
