Cistern has been v. slow to fill up (10mins) although will flush properly when full. There is a plastic type tube thing in it, that has somehow become split, any ideas?

Assume it does, it's just like a thin plastic sleeving attached to the ballcock housing, think it must fill up, but ours has hole in!

You need a low pressure valve seating/ orifice which you should get from a plumbers merchants.
Probably charge you as much as a new siphon.

Make sure you ask for a low pressure one as it has a larger hole.
