What is an acceptable size for a cold water cistern ? 25 Gallons ? 50 ?
also what is the flow rate into a cistern via a standard ballcock ?

cisterns have about 8 gallons, unless you mean a header tank,as for flow rate it depends on how high the tank is and how wide the pipe supplyinig ut is and the water pressure
 
The normal size to aim for is around 25 gallon, though if you have a good mains water pressure you can get away with a smaller tank as it will refill quickly. However this changes if you are thinking of installing a pumped, or power shower, in this situation you need 40 or 50 gallons.
