The cistern keeps over filling and then dripping up to the overflow. I cant see anything that I can tighten - it seems to be the ballcock arm is not going up that final .5 inch to stop the water flow coming from the tank. Do I need to replace the ballcock arm - will it solve the problem? If not what can be done?

it may be the inlet valve has got dirt in it take it apart and reassemble. in the mean time you could always bend the arm an inch.
