Clark drain cover stuck

I've got two of these Clark drain covers on my property and cannot for the life me get either of them open.

I've pulled the handles out but now wondering if the screw heads are meant to be turned, have tried turning them but they don't seem to move but wanted to check just in case?

Any other tips please?

I have tried with a standard slotted screwdriver but they just won't budge. Do I need a much bigger screwdriver for these? Do they definitely turn?
 
Screws have rusted, spray wd40 on them and try after 1 hour, larger screwdriver will help n turn anti clockwiose.

Thanks all. Managed to get the screws undone with WD40 and a new 12mm flat head screwdriver from B&Q.
