Cleaning and flushing sealed central heating system

Could anybody please tell me how to clean, flush and add inhibitor to my central heating system (without power flushing)? I have a combi-boiler.

Also, I've noticed that whenever any plumbers do any work on our system, they generally replace the valves on the radiator they are working on. Is there a bona fide reason for doing this?
