Cleaning Dried-on Plaster

Hi everyone! I am faced with a problem and hope you can help! I have just moved back in to my place after a kitchen refurbishment and the plasterers have let plaster paste drip onto and dry on my central heating pipes running along the bottom of a wall. Any ideas how to get this off as they didn't want to know when I pointed it out to them. Any input will be truly gratefully received! Thanks and take care! :D

Try a wallpaper scraper to get off the big lumps, then a wet cloth to wipe clean.
 
As Newbee said but also wet some rags up and lay them over the plaster spills and leave them for an hour or two and the plaster will wipe off when the water soaks into it.. ;)

Thanks guys! Did the wet cloth thing then a scraper and scrubbed the rest, now ready for priming!
