cloudy water

I have just had a unvented direct cylinder installed.

The hot waters comes out very cloudy, but does clear after about 15-30 seconds. Does anyone know what this is or why it happens. Tiny air bubbles ?
 
If it clears from the bottom up it is air bubbles.

Top to bottom is sediment, very unlikely though.
