cold downstairs rads. cold hot water tank, hot upstairs rads

Help please

I had sludge in my central heating system so I had the radiators removed and all cleaned out, then put them back on and flushed the system with the stuff to clean out the sludge until all ran clear. Then I put the system back together and turned it on again.

All the radiators upstairs (there are three) are very hot but the 3 downstairs are stone cold and the hot water tank which is upstairs is also not heating up at all just gets luke warm what could be the problem?

I have bled the system and got out lots of air and still nothing is working could it be the pump?? help please as my 2 small children are feeling the cold. Many thanks :( :(
